CSES Module 1 (1996–2001) was chaired by W. Phillips Shively (University of Minnesota) with the core theme:
“The Impact of Electoral Institutions on Political Behavior”
Foundational research questions included:
- How do varying electoral systems (PR, plurality, mixed) condition individual voting behavior and turnout?
- The nature of social cleavages and partisan alignments in post-industrial and transitional democracies.
- Citizen evaluations of democratic performance and governance efficacy.
